What is GSIS and Who Can Borrow?
The Government Service Insurance System (GSIS) is the social insurance institution for Philippine government employees — the public sector equivalent of SSS. If you work for any government agency, you are automatically a GSIS member.

Who is covered: National and local government employees, state universities, public school teachers, AFP, and PNP members. Membership is automatic and mandatory.
Types of GSIS Loans
1. Multi-Purpose Loan (MPL)
The most commonly used. For any personal need — medical, education, home repairs, emergencies. No questions asked.
2. Emergency / Calamity Loan
For members in declared calamity areas. First payment starts 4 months after release.
3. Policy Loan
Borrow against your GSIS life insurance policy value. Available after 1 year of premium contributions.
4. Pension Loan (Retirees)
For GSIS pensioners. Repaid via monthly pension deductions.
MPL: How Much Can You Borrow?

6% per annum — GSIS loans have the lowest interest rate of all government loans in the Philippines. If you're a government employee and need a large amount, GSIS MPL is almost always the best financial choice.
Eligibility Requirements
- Active GSIS member with at least 1 month of premium contributions
- Not on Leave Without Pay (LWOP) at time of application
- No pending administrative or criminal case
- Net take-home pay after deductions must not fall below ₱5,000 (government minimum)
- No existing overdue GSIS loans
How to Apply Online (Step by Step)
Go to gsis.gov.ph → click eGSISMO. Register with your GSIS policy number and personal details.
Click the Loans section from the dashboard. Select the loan type you want (e.g. Multi-Purpose Loan).
Upload a clear photo of yourself holding your UMID card. JPEG or PDF format, must be fully readable.
Fill out the application form, review your loan amount and monthly amortization, then submit. You'll receive an email confirmation.
Processing takes 3–5 business days. Funds are credited to your GSIS UMID ATM card or designated bank account.

GSIS Self-Service Kiosks (G-WAPS): Available in government offices and malls nationwide. Insert your UMID card, use biometrics, and apply in minutes. Find your nearest kiosk at gsis.gov.ph
Repayment
For all GSIS loans, repayment is automatically deducted from your monthly salary. Your agency remits it to GSIS — you don't need to do anything.
